how to insert jpegs in a report with oracle

Somebody knows how to insert an jpeg image in a report?.
The database is oracle 8i

Can you first clarify what the deal is with the image?

Is it just a static image read in from a file that'll feature in the report header, for example? Or is it part of your data, and stored in Oracle as a BLOB field?
