How to insert downloadable pdf

I am designing a web page for our community newspaper. I want to make it possible for people to download our media kit in a pdf form so they can print our rate card, schedule and billing information. How do I do this? Any help would be appreciated.

Link to the PDF file just as you would if you were linking to another HTML file.
