How to Incorporate RSS Feeds into web site

I'd like to use RSS feeds from

http://rss.news.yahoo.com/rss/tech

and incorprate the headlines into my web site.

Specifically, I'd like to create a PHP page to include the first 3 headlines, including title (hyperlinked to it's location) and time (no hyperlink).

Is there a tutorial on how to do this for beginners? Any other suggestions?

I'm not sure what you mean by beginner (to PHP or RSS feeds or both) but this tutorial PHP and XML: Parsing RSS 1.0 should get you started. I never touched RSS feeds until this past summer and was surprised to find out that it truly is Really Simple Syndication.
