How to improve connection speed?

Since I upgraded from MySQL 4.0 to 4.1 on my Windows NT 4 server, I have noticed a serious slowdown in the speed of connecting to the database from the local network, though the speed of database operations is not a problem. What used to be quite fast (less than 1 sec to connect) now takes at least 4.5 secs, with no other activity on the network. When I upgraded, I also increased the machine's memory from 128MB to 512MB, and increased caching to take advantage of that. Here's my my.cnf:

I have played around with these options, including using the defaults, but haven't managed to improve connection speed at all.

Can anybody see any improvements I can make?
