how to identify a real Oracle Programer?

Hello, years ago in 1999-2000 I owned an internet company and have since gone into other lines of business after 'the crash' and have now encountered a person who has quickly gained confidence of friends and colleagues who claims to be a high level Oracle Programmer making $290 per hr and has lived in France for eight years via Great Britain & Nigeria and has bought four condos in America that I am aware of. Spending some time around this person I noticed he can barely type - making three errors on google search - and could not convey at all how he solved a programming dilemma on several occasions. What questions could I ask with basic answers that any professional should know to litmus test the likely imposter? Any websites where one would be listed for hire?
 

I am not an Oracle programmer, I just use this data base in my work. Right now – I believe – the latest version of Oracle is version 11. Just to test if that person even knows which is the latest Oracle version you may just mention: “A buddy of mine is working with Oracle 2007 and he says….” You can always bail out by explaining that you meant MS Office 2007, or Windows 2007.

And as far as typing – I can not type (a paragraph of text) to save my life, although I am a computer programmer, but I can type computer code pretty fast, sometimes even faster than my coworkers who know how to type ‘ a mile a minute’.
