how to hide outlook express

i've got some computers running win XP and we dont want the users using OE. would like to hide the icons and have hidden the exe but the shortcuts still open OE!!!

You can block port 110 at your firewall instead.

we can't block the ports as the admin staff use outlook and OE. we just want to remove the icons from user profile so they cant use it on specific machines.
