How to handle *\documents and settings directories

Anyone out there have any best practices type ideas on if backing up C:\Documents and Settings\*.dat or C:\Documents and Settings\*.log is necessary? Of course taking good restore capability into account...Also what about the SAV folders (%SystemDrive%:\Program Files\Symantec AntiVirus\SAVRT\%ver%.TMP)? How can we get rid of all those "files failed to backup" "errors"?? We're using 6.1 sp4 and no vss on WinFS subclients possible due to circumstances beyond my control. Any help or ideas is much appreciated.
 
you can exclude those directories or get a copy of the old St.Bernard OFM utility.

Our DR plan is reload the OS-->reload applications--->load CV client-->restore application data (Not the actual app)

OFM utils are hogs usually but they do work
