How to get a background picture on a subreport? Access 2000

I need to have a background picture on a subreport. From what I can tell in the documentation it should work but nothing I have tried succeeds. Does anyone have any words of wisdom? It is easy to reproduce: 1) create a report with a background picture. 2) create another report and link it to the first report.

This is Access 2000 SR1a.
