How to FTP from an AIX box to windows client

I'm trying to ftp logs inintervals of after every 5mins through a cron job from an aix server to a windows desktop but connection refused.I've permiited ftp in the etc/inetd but this is not giving the required solution.

Can you do this from the command line (ie not via cron)?
