How to force Notes R5 as default email client?

We've tried everything we can think of to force Lotus as the default mail client.
1) Upgraded clients from 4.6 to R5.
2) Created Notes Profile in Mail & Fax (deleted Outlook and OE profile info also).
3) In IE (v5.5) went to Tools/Inet Options/Programs and set to Notes profile.

Still doesn't bring up Notes for any menu option that has a Send To Mail Recipient. It launches OE.

What in the heck are we missing?
