How to fix security hole in Meridan mail 1

Callers will call into auto-attendant, dial an extension number, get voicemail on no answer,
once voicemail answers they dial 0,9,plus phone number and get right through.
I have changed TRNX to no
EXTT to no
LDR to cff
and still calls get through.
Anything else that I can look at?
Anything in Meridian mail that I can change?

1. Change the NCOS of the mail ports to 0
2. Change TGAR to appropriate value if using TGAR blocking in BARS
3. Change CLS of the mail ports to TLD (Toll Denied)
4. In the RPL tables in the Mail, verify they are locked down with the appropriate restrictions and permissions

Thanks, It was the RPL table, couple of numbers were missing from the Restriction table.
