How to fix "Programmatic access to Visual Basic Project is not trusted

Hi,
As I tried to globally change some character string in VBE, I'll have a error like this, on top of '1004', it goes "Programmatic access to Visual Basic Project is not trusted.
I checked and the macro security level had been set at LOW and concerned libraries had been selected in Reference. So what did I miss?

It is not linked with macro security level. The second tab in security settings (trusted sources) has this option.
