One of the most frequent causes of this is a corrupted user account (*.pwl file). Try start>find>file *.pwl and delete the related pwl file (normally username.pwl. Next time you log in select your user name and re-enter your (or a new) password. Nothing gets lost in your user profile since only the password file is deleted, not the profile directory.
Create a testing user account if your want to become comfortable with this or to see how this works in action. This is also a means to recover from a forgotten password (especially for W95 or W98).
