How to fix Event ID 7000 Error 1

When start or reboot my PC in Event Viewer-System receiving Error

Message Event ID 7000, Source:Service Control Manager, description:
"The giveio service failed to start due to the following errors:
The system cannot find the file specified".
All this happend again when start Application Ic-Prog 1.05D-Prototype Programmer with red crossed error message-first The System cannot find the file specified and on second click red crossed "Privileged instructions"
Read all in MS base re Event ID 7000 but cannot find any applicable advice.
Try to remove Ic-Prog but this doesn't help
Also in Start-Run-sc query giveio=nothing.
In Error Explanation
Service Control Manager (SCM) could not start the specified service,probably because the service is not configured correctly.
My question is:
How to find the Service of this specific programm and after what is right configuration.
Fianly-is this harmfool to my machine, or I can ignote it.
