How to enable the "Drawing" tools when in "ProtectedforForms&quot 1

Good morning,
I created a Word 2003 document and protected such that it allows only the type of editing "Filling for forms". The protection is applied only to a few sections of the document. The other sections are unprotected.
Even when the cursor is positioned in an unprotected section, the majority of the tools in the "Drawing" toolbar are disabled: insertion of pictures is enabled but the icons to add shapes (ie. arrows, text boxes, circles, etc.) are disabled.

Would you know how to enable these functions? In short, I need the user to be able to add arrows and figures on top of inserted pictures.
