How to enable form design view

Both the Design and the New button in the Access form section are dsabled.

How do I get them enabled?

Sounds like you could be working with either an mde, or a runtime version of Access (which won't allow you to edit forms, for one thing). If this is not the case, try uninstall/reinstall.
