How to enable FileCache on Apache/Win32 binary install

I have installed Apache 1.3.2.7 binaries on Win2000 from the msi download . I wish to cache static html and media files in memory (wmv,wma,mp3) . I know the CacheFile directive but I don't know how to enable the relevant module ..how do I do it without recompiling Apache ???
Configure script only seems to work on UNIX ...
