How to enable / disable ftp port from command line

Dear all
I had a win2k pc and 1 win2k server, can someone tell me how i can enable / disable the ftp port or port 21 from command line?

To get ftp to work you need more than port 21 open. Enabling / disabling the required ports requires knowledge of the firewall being used.
Do you mean 'how do I start the ftp server service from the command line?'
Are you expecting to be able to do this from the client machine?
