How to dynamically apply the effects

Hi All,

I have a clip: a girl, with one hand holding an apple, is dancing. I want to apply lighting effect on the apple, make it a golden shining apple. But the effects can only be fixed on one spot, the lighting effect will not dynamically move with the hand.
Question: Can Adobe Premiere apply such a dynamic effect, or maybe I need a program to do that? Is there any Adobe Premiere programmer API, with that I can catch an object path over the time, in this case the object is apple? If there is such a thing I should be able to set the center of the lighting effect follow the path using the API.

I am new to this area, please advice

Premiere can do this by using keyframed effects to generate the animation.

Time to delve into the help file about keyframes.
