How to draw an bordered white octogon outline

Hello there, I am doing a decorative item for my wall. It is a "stop" sign in Thai Script. I already have the white script on a red background, but need to know if I can draw a white bordered octogon around it.

Depending of the version that you are using there are different ways of doing it.
In PSPX, click on the *Symmetric Shape Tool* and set the number of sides on the Tool Options palette.
There's also an octagon available for the *Selection Tool* which is probably available for older versions as well.
