how to do the user leve security?

i'm not familiar with the access 97 security, try it and have some questions.

my purpose is other network users have to login with different roles and have differenct permission.

1. I used the original Admins group, set password to the member Admin and create new member user at Users group and set the password.And i also apply user-level security.

but seem can't work, anythings missing?

2. if i create a new workgroup, that means other network users have to create that workgroup with same information to order to access the database?
