How to disable the run shortcut? 2

I am trying to secure some Windows XP workstations, I have deleted the run command from the start menu but you can still get to it from the shortcut (windows key + R) another way you can get to it is from Windows Help.

Is there certain registry settings that can be changed that will disable these options? and also are there any other ways or shortcuts that I have not mentioned or have missed?

If someone could also point me to any sites that have standard policies that have been set up to stop all of these little security holes, or have information regarding these type of issues it would be apprieciated
