How to dim spotlights

Can someone please tell me a step-by-step using Photoshop CS2 to dim the bright spotlights in this photo?

The photo is being used as the background on this webpage:

The text in front of the bright spotlights is difficult to read. Once I know how to do the dimming, I will then apply the technique to the News, Bio, Press, Look and Tour page background photos which also have bright spotlights.

Use a threshold to select just the lights and create a mask from it. Use that mask to select the areas you wish to alter or dim (in this case the lights).
You might like to soften the selection slightly with a blur.
