How to develop a Search Engine

Hello,
I have to develop a search engine for my application which needs to have these..

1) Ability to search the site and database
2) Key word search

How can I do that , any Help would be great !!!

You generally don't.
It's just not economical, when Microsoft provides searching capabilities in the database and the filesystem (Indexing Service and full-text searching).

If you're really hard-core, you buy FAST (at $250k for a license). It has connectors for your database of choice and filesystem. We bought it at the last job because we severely overextended what the Microsoft indexing service could do for us.
