How to determine if any clusters are marked as bad?

What is the quickest way to find out if hard drive has any clusters already marked as bad? CHKDSK takes too long to simply answer that question? Any utility program? Freeware? How about programmatically? Any windows API? Also related question: Do those clusters stay marked even on repartitioning and reformatting the hard drive or does that process removes that information?
