How to determine if an application is running

Is there VBA code I can run from within Access to determine whether or not another application is running, and if not, to start it?

Also, is there a way to determine, when a user runs an MDE, whether or not another instance of that same MDE is already running -- and if so, to just switch to that instance instead of running another copy?
