How to Designate Downloads File location

In Windows 7, the Downloads file is tucked away in Users; I want my downloads to go to a Downloads file on my D:\ drive; thought I had ferreted out how to designate that but -- typically, since Microsoft Always Knows Best!! -- they are not going there, still just to the Users one.

Help appreciated. Thanks.
 
If you're using Internet Explorer, go to the settings (gear icon at top right) or to the 'Tools' menu and select 'View downloads'. At the bottom left of that window is an 'Options' link which lets you choose a default downloads location. Note that this is for IE11, other versions may be different. Chrome & Firefox are different too.
