How to design really pofessional graphics??? Digitablet or??

I will begin working on a site that will require extremely professional graphics, my question is do I use Paint Shop Pro, Fireworks, Photoshop and such or would it be better to use in conjunction with these programs a digitablet to really get the quality of the graphics that I require. I am very proficient in HTML so thats not a problem.

This site will require a fancy, odd shaped border at the top with 'folder tabs' as you see on many sites for site navigation, and I am unclear on what the best way is to create the 'look'. Any help will be greatly appreciated. Thanks all!
 
I would highly recommend Photoshop. The 6.0 release not only does the typical raster images, but has great vector support as well. It also does a good job at image compression for web graphics.

I doubt there are many instances in interface design when a drawing tablet is vital, but it sure is a nice addition to any workstation.

Neither folder tabs nor fancy borders are difficult in Photoshop, so you may be set with just that program.
