how to delete outlook express

i tried to delete outlook express folder.
but it keeps coming back... plz tell me how to delete(get rid of) Outlook Express program.

Settings
Control Panel
DoubleClick the Add/Remove programs icon

Scroll down to Outlook Express then click to
select

Click Add/Remove button and follow indtructions
for program removal
