How to delay the display of animations for slower connections

Im trying to understand how i can display a "loading" message until the animation is fully loaded so that those on a slower connections can see the animation with the same characteristics as those on a faster connecition, having to wait a bit longer for the same result. Im trying to avoid an animation that moves slowly along with the modem, id rather have the visitor wait and view the animation in real time.
