How to customize a discussion board...

I'm very new to Sharepoint, but I'm competent in FrontPage and .NET/C#.

How easy is it to heavily customize the behavior of a discussion board within Sharepoint? Are the following customizations easy/doable?

-- only allow 2 replies to a given thread.
-- only allow people who have started at least 3 threads to view/contribute to a given thread.
