How to created USB Bootable Disk utility without Windows?

I found some excellent boot utilities like Ultimate Boot CD, and Hiren's BootCD, along with hard disk tools from Seagate, Hitachi, etc. Except the program to create the USB bootable is to run in Windows, and at the moment I can't load my Windows 8.1 installation. I could boot from the Windows 8 bootable repair USB though, but I don't think that'll be enough to run either .EXE installers.
The only OS I can boot into is a USBlive of Ubuntu.

Any ideas?

So far all I can think of is to download some of the utilities individually to my external hard disk, then boot into the Windows 8 repair USB drive, then via the DOS console attempt to run those utilities in my external hard disk. Assuming I can find in which letter it'll show.

I found the tools at pendrivelinux to be very good. Sardu,Xboot, and YUMI are very good tools to create bootable thumb drives with multiple .iso images. Thanks for the Rufus link, I've added it to my bookmarks to try.

Are you getting any errors on the windows 8.1 system that fails to boot? what is happening?

Sorry I didn't provide more background info on this.
Long story short = I messed up my booting files (for the 2nd time) while attempting to fix Grub with Boot Repair Disk. To see more details you can check this thread.
Unfortunately I don't have a modern pc, it doesn't use UEFI yet - it's about 5 years old I think.
I had already fixed the Windows booting files, then I proceeded to fix Grub, but the disk hosting Ubuntu seems to be acting up. Hence I thought of using a disk utility to check its integrity before I go any further. I believe that disk dates back to 2005, I guess it might be time for it to be replaced (?).
Before I was able to fix the Win booting files by just fixing the booting files, then rebuilt the BCD =
bootrec /fixboot
bootrec /rebuildBCD


But this second time I tried it didn't work. I can't recall the reply. I'll have to wait until I have time to retry.
About Hiren's Boot Disk, unless I recall it wrong but doesn't it require you to have an WinXP installation CD to make the bootable USB? I don't have one. I have a WinVista, and the rest of the updates all the way to Win8.1, only.

I guess for now I'll check Rufus, and see where I go from there. It could be rclarke250's advise to make the pendrivelinux, I hope there's a utility there to test the hard disk.
I was also realizing I should be able to do just that by booting into the USBlive of Ubuntu.
