How to create an Asp to make a dial-up modem connection?

Hi,

A friend of mine it's creating a web site and ask me to create an html that will have a phone number and submit button, this will take the phone number and make an dial-up modem connection from the client computer to the ISP server. If I make an object with the wininet.dll it would work with an ASP?. If you have easier way It would be apreciate.
