Does anyone know how to create a solid color data validation list (without text)
 
Not sure what you mean. Are you trying to validate a color or what?
 
No Create a data validation list with solid colors that I can choose from to give a status on a project plan

That's not related to my question.

I asked you regarding your project plan and the status. Is the status related to data within the project plan? For instance if one of your status colors is red, is there data within the project plan that YOU would use to decide to assign a red to a row?

Then why not use Conditional Formatting?

Construct a expression that uses the references fro that data.

What's the logic you would use for each color.

Let's start there and then move toward coding an expression for each.

Red = Issue that activity can't get done.
Yellow = There is lag due to another stakeholder.
Green = Activity is on pace to finish.
 
The question that needs to be answered is how do you relate those conditions to your data?

Something like: If field1 is less than 10 and field 2 is = "Yes" then Red will be the color chosen
