I have to create a python app (.py file) from a java app and install it in the path of another program which will run it.
I wanna know if that's possible to do? and is there any other solution to do this?

Any programming language that is capable of writing contents to a textfile would do, so: YES, Java can facilitate that for you.

Are you talking about translating java to python or just having a java app that allows you to write a python script? They're both possible of course but the latter is sort superfluous to, say, a text editor, and the former is rather daunting in general.
