How to Create a News Article

I would like to create a news article following instructions from this blog

but my problem is i cant find parent type "Article Page" on the gallary. In other words it doesnt display ie under Site Content Types
Does anyone know whats causing this

i guess you need to have Publishing Framework enabled for this.

Check wether "Office SharePoint Server Publishing Infrastructure" is an active site feature...
