how to create a definition

I hope this is clear as I am not familiar what the exact terminology is here..
I am trying to create a sort of a definition on a word in my web page. Generally one sees a word which looks like a hyperlink, it has broken lines under it and if one clicks on the word a little blip is provided.

Example: cocoa
If one clicks on this word a pop up information box appears telling you what cocoa means. If one were to click elsewhere on the page the box disappears, there are no okay or cancel buttons here. Used in online help pages.

What is the technical term for this and how does one create this?

A better term would be a tool tip. I need help in creating a tool tip for text in my web page.
