How to create a custom toolbar (like google toolbar)

I was wondering if anyone could point me in the right direction or help me out. I am trying to build a custom toolbar in the IE browser. Something similar to the google toolbar. Any help would be greatly appreciated.

The easiest way to create some images in a PaintPro or Photoshop or whatever and then use the images as hyperlink to a new page. You can also create the same image with different characteristics like background color, text color or size and add drop down menus to this as well.

and place this where on the page you need it.
