How to Create A Custom Menu Command

We have a couple of template letters that we use on a regular basis. I would like to create a custom command that would be placed under Write>Custom Letters>Thank-You Letter.

This would save a lot of time for my employees who don't know where its stored. They can just click on the Than-You Lett command and it will open up the appropriate letter and input the current screens info.

I have seen this done in ACT 6, but can not figure out how to do it in ACT 7. I was able to create a custom command and store it in the custom command section under Tools>Customize>Mensus & Toolbars but stuck after that.
