How to creat a simple black border or frame

Hello

This is a bit of a simple problem, but I am new to Photoshop.

I have a small image with 2 layers, one contains the white background, the other contains blue text. all I want to do is add a black border or frame around this image, how do I do it?

There are many ways you can do this, a simple way is to use the Marque tool to put a box around the image then go to Edit -> Stroke select the stroke width, color to black, location to inside.
