I have configured all the setting for the administrator
but now I have to do the same for the new user.

Is there a way to make this easyer?

Can I copy the settings?

Ideally you would customize the Default client, so that the customizations would apply to all new clients:
I never tried it this way, but you should be able to apply the Administrator customizations to the default user profile. If not, you certainly can apply them to a new profile:
In the case of a new profile you would have to temporarily create a new administrator user and logon as that user in order to access the profile of the orginal administrator for copying purposes.

I have copied the files.

(Ntuser.dat/Ntuser.dat.log/Ntuser.ini)

Thanks for your help.

Just to clarify things, the article states:

Press and hold down the CTRL key while you click each file and subfolder in this folder, except the following files:
Ntuser.dat
Ntuser.dat.log
Ntuser.ini
