How to convert publisher to pdf file

I publish a monthly newsletter and use publisher 2003 to create it. I have been converting it to a pdf file for the printer and I noticed that the jpeg files inserted into publisher are losing clarity. How do I correct for this?

Under Advanced Printer Setting (from File/Print) is the Print full-resolution linked graphics radio button clicked?

Under Properties/Adobe PDF Settings/Adobe PDF Conversion Settings are the Default Settings set to High Quiality?
