How to convert E1/ISDN PRI to analog PSTN w/o PBX

I have outgoing call on E1/ISDN PRI and dont want to use digital PSTN lines. What I need is to convert the PRI protocol and give each channel of it to a separe analog PTT line. Some of these lines will be connected to GSM Terminal for mobile calls, some of them will be used for voice call to PSTN.

What is your suggestion about this issue?
