How to control desktop

I have enabled "Don't save settings on exit" in Group Policy but the user can still add shortcuts to the desktop and they are retained after logout.
How can I make sure no changes, to the desktop, are retained?

Suggest creating Mandatory User Profile.

Instuctions provided in Win2k Help. It'll drive your user nuts trying to save to the desktop. Happy Tormenting!
