How to control bandwidth?

For home user, Cable High Speed Internet connection and there are 4 computer connect to Cable/DSL Router, like say A, B, C, D
How to control the bandwidth for different A,B,C,D, for example for just assign 25% bandwidth to A, 25% to C, 25%to C 25% to D, or some high priviliage for A.

My situation is Machine B is running edonkey for sharing software, movies .. but the user always set up bandwith in eDonkey to no limited, so this line will eat up all bandwidth, for other machine, even can not access some website.
