how to connect PRTA-E1 card on SV9100 to PSTN

Dear Colleagues,
May you please assist me on how link PRTA-E1 card to PSTN interface using UTP between modem and PABX and Fibre to the PSTN service provider.
The challenge we have is that the physical link is not coming up.

PSTN is not ISDN and ISDN can only be connected to ISDN services, not PSTN services! What exactly have you got card wise in the system and service wise from your service provider?
