How to Connect cisco 3640 Router PRI back to Back

Hi need to connected 2 Cisco routers back to back using controller - PRI-ICT1-CSU , in both routers ..
I am using T1 cross over cable (Layer 1 is UP )but protocol is down..
thanks for help in advanced
