How to connect 3 Standalone IPO Server Edition R11 systems

Hello All,
We have a requirement to connect 3 X Standalone IPOSE R11 systems.
There are 3 locations.
There are 200 X Analog trunks connected to the Location 1 system and Location 2 and Locations 3 doesn't have any trunks.

I need advice on below:

1) Do i need any license other than the server edition license to connect all 3 systems
2) Will it be possible for location 2 and Location 3 to use the Analog trunks connected in location 1 to dial out.

2) It's possible with short codes the same way like in a single SE solution.
