Livelink is served by a webserver.It cannot know your environment.You as the installer/admin should try to figure it out.
If it is the temporary directory-Create a common UNC path and give the domain user who runs the service full control.Better still if they allow you to login as the service user go and try to create a directory as livelink would do and see if it happens.Then if livelink complains check your ducks in a row like are all the livelink instances run by this user etc.

For activeX problems go to a google site to test for ActiveX.If your browser is set to accept AciveX you will know that.Then go to the livelink's support directory and find the module called multifile. In there you would find the cab file.just create a anonymous website and put the cab there. Then bypassing livelink pull the URL to it just like a htm file.Then see if you can make the cab install.Use fiddler/wireshark/IIS forums etc to work thru it.

Know what is a livelink problem and when it is not...

I have had to "think outside the box" to make these kind of things work. If you ask OT they have set their IIS webserver to serve activex's and in fact they do not know many times several things.ActiveX was the toughest to handle in my IIS7/7.5 install but I used those kind of tools/experiments to make it work in my org after OT disowned the ticket.
