How to configure PostgreSQL on the Win 98 platform?

I there a step by step tutorial available, that describes the configuration of PostgreSQL on Win98.

I installed it (precompiled Windows binaries) and the server is running on my system, but that's it.

What needs to be done to be able to work with PostgreSQL?

I am familar with SQL, database design and MSAccess and MySQL! I've got a configuration problem!!!
